I HAVE DEVISED A STRATEGY TO STOP TERRORISM BEFORE THE TERRORISTS CAN HATCH A CONSPIRACY AND PUT THEIR PLANS IN ACTION. THE MAIN POINTS ARE GIVEN BELOW-
- It is very important to understand from experience of past terror activities the fact that planning of terror activities is done by groups of people mostly in a rented place in suburbs of a main city, as such first step is to devise a system to “know your tenant (KYT)” so that the police department can keep computerized records of tenants of all rented premises in or suburb of a city. A form should be prescribed for every co-operative housing society and owners of properties to fill the details and send to the police with the photos of the tenants as well as paying guests as soon as any flat or house or property is rented or leased to any one or a paying guest is taken in.. Stiff fines should be levied for failing to give the forms properly filled. Local police must visit/meet the tenant to reconfirm his or her identity.
- Second most important information the police should collect is about the activity of the tenants after they have moved in. This can be done by regular investigation by the local police and taking the residents and security staff of the building in confidence.
- Auxiliary cadet corps (ACC) and National cadet corps (NCC) and all schools and colleges should hold training sessions to train the cadets/students in targeting and locating terrorist activities in their localities so that police can get all the information from them regarding possible terrorists and their activities and keep a strict watch on them.
- One very important and definite way to get information is to announce big cash reward to any one, giving information of possible terror activity by any person or group of people. Police has failed to get full and timely information only from their informers as such they will have to make every Indian an informer to prevent terrorist activities. The reward is to be given the informer only if the information with solid proof given proves correct .leading to the arrest of terrorists. This reward scheme should be published /advertised in all newspapers of all languages very prominently. If our governments can spend Crores of Ruppees in advertising foundation stone laying and opening ceremonies of no consequence then why not this reward scheme be advertised in a very big way??? If the Government offers even a big sum of ten lacs for an correct information it will turn out to be much cheaper than the compensations being given to the relatives of dead and injured and the costs involved in all the remedial measures taken including medical help Then why not save lives and also save tax payers money? There is no use of the Government being very secretive about declaring war against terrorists. All Indians want terror to be eradicated and it can only be done with their help. However it is very important to assure people in the advertisements that informers names and identity will never be disclosed to anyone as such this work must be handled by very senior officers.
- It is well known that USA has taken great steps to prevent terrorism after 9/11/2001 strike on World Trade Center Towers and there has not been a single terror strike in last seven years. Why not our government get the help of FBI and other US agencies as we are supposed to have very good relations with USA and they will be too glad to help stop terrorism in any part of the world. Why not learn if we do not know??
