I have suggested a strategy to reduce mortality rate in case of serial blasts and now I am suggesting a strategy to avoid panic so that there are no injuries or deaths when people are advised to leave crowded areas/places due to undue hurry and rush to vacate the areas ---
- The public should be made to understand the methods being adopted by the police to alert the public of the possibility of blasts in their areas by all possible means such as advertisements in newspapers, distribution of hand bills through news paper vendors and by sign boards on roads etc.
- The responsible and educated members of the various markets etc who are trained and given the job to announce the possibility of blast in their areas should also be trained to help people to vacate the areas with out any undue hurry to avoid panic. The announcement should be very well worded so that public realizes the importance of both vacating as well as not creating any panic that people are trampled in the rush. Posters with proper instructions should be pasted in each of these areas in all possible scripts and languages...
- All cooperative societies and other building owners should be asked to put these posters/instructions on their notice boards and distribute one copy to each flat.
- The announcements made by police through loud speakers should be very well worded and should be spoken in a very calm voice. The main aim is to make people strong and calm to deal with the possibility of an accident.
I will request all concerned citizens to contribute their ideas to avoid mortality by blasts or panic.
