Is enough being done to Prevent Terrorism?

We have been witnessing SERIAL blasts over the last 2 decades but have not taken any serious steps to fight it or reduce our people’s mortality rate. It is time that each state, city and police and people of each ward of the city should be prepared to take urgent defensive measures in the time of these blasts and I have devised a strategy to do this. If you notice the pattern of these blasts it will be clear that these occur one after another and not all at a time. This means that we can save many people from death or injury in the blasts following the first blast if we take appropriate action in those few minutes. Take 17 (seventeen) blasts which occurred in 70 (seventy) minutes in Ahmedabad which was long enough time to save most of the people who died or injured in the later sixteen blasts. Same was the case of Jaipur and Bangalore blasts.

So as we see that we cannot avoid Blasts totally, it is most important that we plan and adopt a strategy to reduce the mortality rate in the subsequent blasts.

Here is the outline of a strategy, I have devised, which can be adopted to save people from dying in the serial blasts

  • Each police chowki should be trained in the following strategy to take action as soon as one blast is reported in any part of a city.
  • In world war II, 1940, I was a small boy of  6 years living in Calcutta and we were trained to go underground or at least stay in our house as soon as a siren is heard which was blown immediately the military came to know that the enemy planes are coming towards the city. It happened a few times only in Calcutta but it used to happen every day in London.
  • WHAT DO WE LEARN FROM THIS? We must learn to alert our cities and citizens as soon as the first of a serial blast occurs or any authentic information regarding the possibility is received like finding a bomb etc.
  • How do we do it? We have to do it in more than one way.
    1. The public should be asked to report on phone immediately, within a few seconds, to the police, if a blast has occurred in their locality for which educated and responsible people should be pre trained in each locality under a police chowky. Special attention should be given to markets and busy crossings and special buildings like schools, colleges, hospitals, courts, malls, cinemas and particularly Railway stations etc where at least two or three people must be given training, and provided with loud speakers and special police emergency phone nos. to contact and these lines should always be free.
    2. Once police comes to know that a blast has occurred or a bomb has been found they should alert all police chowkies who in turn alert their contacts who may be shop keepers or other responsible citizens and tell them to announce on loud speakers that everyone must close their shops and all people in the area must leave and hide themselves in a safe place and not remain in the open streets or road or near any cycle, motor bike or motorcar or any vehicle for that matter.
    3. Police vans should start patrolling the areas under their jurisdiction and announce on loud speakers and ask people to stay at home or office or school or college, wherever they are and not to venture out till all clear announcement is made.
    4. People should be asked to challenge and detain any one who looks and behaves in suspicious manner and inform the police to come and deal with that person. No one from the public should try to beat or misbehave with such person.
    5. The most important way is to blow sirens throughout the city as soon as information of a blast is received from a reliable source. For this people of all walks of life will have to be trained till the police is satisfied that the people have learnt the drill. This will have to be repeated every three/six months without fail.
    6. All FM radio stations should be asked by the city police, to announce on their radio immediately about the blast which has happened and ask the people to take necessary precautions which should be very clearly explained.
    7. Every person in the city should be informed by SMS about the bomb blast or detection of a bomb and ask them to go to a safe place without any hurry or creating panic.
  • I will like to be a part of this strategy and if possible help in adopting the same any where in India.

This is a very important strategy which should be adopted by all the state
governments with maximum vigor and dedication to reduce mortality as it may not
be possible to totally stop terrorist activities for quite some time.

Many chief ministers have state jets to carry them and their cronies
and chamchas to various locations for personal use and to beg for votes. It will
never be used for the welfare of the state.

I would strongly insist that
each state buy two helicopters with search lights and sharp shooters and a
announcer and communication system - just like we see in movies and also NYPD
and LAPD have them. These be kept 24 X 7 ready at the state capital. This is not
a fantasy nor is it expensive. Infact these two choppers will cost less that
state jet.

Which world do we live in? If we had the choppers then they could
have chased the police jeep that was hijacked by the CST terrorist lot and
prevented many deaths, even probably deaths of our extremely brave ATS and
Police top line.

The other point is never under estimate your enemy. Even
Lord Krishna used to say that.

Dear Divyesh,

Your both suggestions are very very good and I will bring these
to the notice of chief ministers of various target states.
Buying two choppers
is not difficult for any state but taking the enemy seriously and not
underestimating them
is more difficult for these arrogant
politicians.

Dear Mr. Damani,

While I agree with most of your strategic initiatives, your
entire plan focuses on a-posteriori scenario. One must recognize that there are
always severe limitations on damage control once the event has happened.

In
my humble opinion we need to give an equal consideration to a-priori concerns
which might include:

1. Collection of Intel.

2. Using explosive detection
equipment at hotels, airports, railway stations, ports etc.

3. Using IED or
RCIED RF based jamming systems to prevent explosion of bombs.

4. Using
state-of-the-art iris based access control equipment at public places.

5.
Providing counter terrorism training to the general public.

6. Allowing more
licenses for arms to the general public for use in combating terrorism.

Why
don't we begin by organizing a seminar in the club on this
subject?

Dear Kishore,

You are right in your observation that a strategy to "How to
stop terror before it strikes" is more important, but this strategy will
have to be very elaborate and will take a lot of time to fully develop and will
require full support of all state and central governments for implementation
which is very difficult and the strategy of " Serial blasts-- and how to
reduce mortality rate " can be used by every state police with out much
support from other sources.I thought that is the easiest thing to do as such i
made this and sent to chief ministers of most of the target states.

However
please note that I have also worked out the strategy being suggested by you
which is the first topic on this site. Please see this topic and the other topic
"To avoid panic" and give your valuable suggestions.I shall be also
adding some of your above suggestions on these strategies.

Hi All,
I think we all should meet up again and form a committee where we can
put our expectations together. Collated the best of it and put it ahead to the
state Government. Just writing mails to these people is not going to be the
solution until and unless we make them to implement it.
And what ever has to
be done this is the time to take it ahead or else I am afraid we might be back
to square one again.

Dear Arti,

Thanks for your concern of putting our ideas by meetins which i
found will be very tiresome and time consuming and people in Mumbai donot have
time to travel and meet.

Why not give your suggestions on this website which
will be further checked and voted and if really found good will be forwarded to
the Central and State Governments and respective chief and home Ministers.

I
have been writing them for the past four months and got respons3e from the Chief
ministers of Gujarat and Karnataka. The Home minister of Maharashtra forwarded
my strategies to the ATS who are in touch with me.

You promised to forward
link of this web site to your freinds which please do.We should get more people
to become anti terror soldiers.

Dear Mr. Damani,

I came across a new and interesting technology of harnessing
the olfactory ability of honeybees for explosive detection.

The bees have an
extra-ordinary sense of smesll and they can be quickly trained to detect any
vapor.

Ivan Pavlov's classical conditioning technique is used for training
the bees. They extend their tongue (proboscis) in anticipation of food when they
smell the target gas. This response is monitored by image recognition software,
which converts it into a clear and recordable graphical output.

This is a
very inexpensive way of detecting explosives.

that this technique can be used in any hotel or railway station or airports or
sea ports?
Can you suggest a company who can take up the application of this
technique?

I will like to discuss the main strategy of stopping terror before
it strikes with you some time. Please prepare more strategies in greater detail
so that if required we can meet a senior ATS officer who is in touch with
me.

Superb plan, we need something like this. But as you know our officials,
these drills will be taking place for sometime and as time pass by the effects
and interest in these will be vanishing. There should be a second organization
especially established for this purpose. After, looking at the march yesterday
at gateway I have a gut feeling that our youth can do something about this. I
think our youth should be given a chance to introduce a legal organization which
will, without fail carry out such awareness acts among people. Well The post

Dear Amit an ALL,

As you must have understood from the ghastly Mumbai 26/11
terror attacks the biggest problem lies in coordination of the various Central
and State Government agencies in stopping terror attack before it strikes or
respond to any attack which has started and finish it quickly with minimum
casualties
The agancies are IB, CBI, NSG, COASTAL GAURDS, NAVAL INTELIGENCE,
NAVY, LOCAL POLICE ETC. With the possibility of terror attacks from beyond our
borders which can happen from sea or air or land the coordination with defence
forces has become most importanat.

Do you think our home minister can do all
the work of coordination? No! it is not possible. Our prime minister has said
that a Federal security agency will be established to fight terrorism but I
believe that it will not be able to do its job in our political and buraucratic
system.

MY SUGGESTION IS TO HAVE A CABINET RANK ANTI-TERROR MINISTER (ATM}AND
