How to stop terror attacks from beyond our borders before it strikes Print E-mail

The ghastly 26th  to 29th Nov.2008 Mumbai terror attacks from across our borders has forced us to work out a very strong and effective strategy to stop such terror before it strikes. We have realized that external terrorists can come either by land or sea or by air and we must be able to stop them from coming by any   route what so ever. .

After 9/11 strike of World Trade Centers in New York, United States put in place a very strong strategy to stop terrorists from within and out side to strike again. It is extremely costly strategy but to save their country and its citizen’s lives they are ready to sacrifice any thing. We can get full support from USA and other countries like Russia and Israel who have shown their willingness also.

However it is not possible to adopt foreign strategies in totality as such I am giving below the most suitable initial strategy which should be adopted immediately:

  • We have seen during the 26/11 Mumbai terror attack that there was very little coordination between the various central and state agencies like IB, NSG,COASTAL GAURDS, NAVY, LOCAL POLICE ,MAHARASHTRA HOME MINISTRY AND CENTRAL HOME MINISTRY. The failure of our system was highlighted by ZEENEWS who on 5TH Dec televised the letter sent by Information Bureau of Ministry of Home to Coast Guards and Navy who did not give any importance to it. Had they taken required action most of those dead would have been saved. We know that there was no coordination and knowing fully well our politicians and bureaucrats it will not be possible at all in the present system and we will have to find a new and radical solution.
  • In view of this I propose that a new full cabinet rank ANTI TERROR MINISTER (ATM) with a new ministry under him should be appointed to coordinate our efforts to fight and win the war against terrorism. It is very important that the new ATM is an ex military or ex police officer of high rank and credentials.
  • ATM should form a “Ministerial committee” including  Home, Defense and Foreign ministers to finalize the strategy. Once the strategy is finalized another “Anti terror committee” should be formed under the ATM with  high officials designated by the three ministers to implement the strategy. This committee should meet every week to check the progress of implementation and complete the same in 30 days.
  • This committee will be our countries’ “Anti Terror War Council” in time of actual terror attack. It should coordinate the entire effort of all the anti terror forces to fight the terrorists.
  • It will take some time to perfect the strategy and keep on improving as required. All further actions will be taken by ATM.
  • I propose Mr K.P.S.Gill as the first ATM. Please vote for him or suggest another person of equal or better credentials.
I hope to receive your valuable comments on this strategy.
